In this case the gear is part of the hook, not separate as is more common in North America.

Baby Lock serger hand wheel hard to turn
Due to the disparate metals of the stitch length eccentric cam and linkage, the clearance between the two parts diminishes. The lighter colored cam has to be extracted and polished with emery until the cam spins freely in the linkage bore.
